David K. Arthur

David K. Arthur is PPL’s vice president-Public Affairs and Sustainability. In this role, Arthur oversees the corporation’s advocacy and policy development, corporate communications and sustainability efforts. Arthur also serves on the steering committee of PPL’s People for Good Government, the company’s voluntary, nonpartisan, employee-supported political action committee.

Prior to being promoted to this role in September 2023, Arthur was PPL’s vice president–Federal Affairs. In that role, Arthur coordinated PPL’s lobbying and government relations activities in Washington, D.C., working closely with key legislators and government officials.

Arthur has more than 25 years of federal public policy experience and 15 years in the energy sector. Prior to joining PPL, he spent several years as director of Federal Legislative Affairs with Houston-based independent power producer Calpine Corporation, and 10 years working as a federal lobbyist for a Midwestern law firm where he represented a variety of entities, including rural electric cooperatives, financial service companies, municipalities, universities and tier-one automotive manufacturers.

Prior to working in government relations, Arthur spent five years in the government, working on both Capitol Hill and at the Environmental Protection Agency.

Arthur received his bachelor’s degree in philosophy, politics and economics from Balliol College, Oxford University, and he also holds a bachelor’s degree in environmental studies from Swarthmore College.

Arthur is a board member of the Business-Government Relations Council, which strives to increase mutual understanding between senior government and business officials. Arthur also is a member of the American Association of Blacks in Energy and he is a member of the Steering Committee of the World Energy Council’s U.S. Member Committee.
