Flow in #4 Basin When the Stoplog Failed

When a "stoplog" failed near the bottom of the discharge structure, water and ash flowed to the river through the discharge pipeline. The pressure was so high that some manhole covers along the pipeline lifted, allowing the ash and water to spill out onto roads and fields on plant property.
