Joanne H. Raphael is PPL’s vice president-External Affairs. She is responsible for PPL’s government relations, community relations and communications functions. She serves as chair of PPL’s independent political action committee, People for Good Government.

Raphael joined PPL in 1988 as an attorney in the Office of General Counsel, later becoming corporate secretary of the corporation. In 1997, she was named deputy general counsel to oversee the company’s day-to-day legal activities. She was appointed to her current position in 1998. Prior to joining PPL, Raphael was an associate in the Philadelphia office of Morgan, Lewis & Bockius.

A Pennsylvania native, Raphael holds a bachelor’s degree in economics and political science from Wellesley College and a Juris Doctor degree from Stanford Law School, where she served as note editor of the Stanford Law Review.

She serves on the boards of Team PA, the Pennsylvania Chamber of Business and Industry, ChamberPAC, the Pennsylvanians for Effective Government’s Political Action Committee, the Pennsylvania Parks and Forests Foundation, and Grand View Hospital.
